The Shocking Truth About China’s Organ Transplant Industry

Former Canadian Secretary of State for Asia-Pacific David Kilgour (R) and respected human rights lawyer David Matas present a revised report in Ottawa, Canada, on Jan. 31, 2007, about the continued murder of Falun Gong practitioners in China for their organs.

“My ex-husband and I worked in this hospital from 1999 to 2004. My husband was a neurosurgeon who harvested organs from these Falun gong practitioners. I want to apologize on his behalf. I heard from my ex-husband that most of them had strong bodies. When their organs were harvested, they were still breathing. After their organs were removed, their bodies were thrown directly to incinerator leaving no trace. My ex-husband made requests not to perform these kind of surgeries but he was not allowed to make this decision.”

This testimony is from Annie (a pseudonym), a wife of a neurosurgeon, who worked in the Statistics and Logistics department at the Sujiatun Hospital in China. Her husband performed around 2000 surgeries removing corneas from living Falun Gong practitioners from the end of 2001 to October 2003. In February 2004, two men attacked Annie and her husband in an assassination attempt and she was stabbed. Because of this, Annie’s and her ex-husband’s real names are not provided here for safety reasons. These organ removal and organ transplant operations are still performed all across China today and are run by the government health authorities.

Falun Gong is ancient mind and body practice which was made public in 1992 by Teacher Li Honghzi. It is free of charge and no membership is required and is very loosely administered. Because of its great health benefits, Falun Gong spread very quickly across China through the word of mouth and by the end of 1997, the number of Falun Gong practitioners in China grew up to 100 million. People from all walks of life including high government officials practiced Falun Gong. Falun Gong soon spread all around the world and is now practiced in over 100 countries.

In 1999, Jiang Zemin labeled Falun Gong an evil cult and launched a state wide ban of the practice in order to eradicate the practice. However, this persecution has no rational explanation and all the accusations and claims were never supported by clear evidence. Falun Gong bears no characteristic of a cult. The false reports of Chinese government media were exposed multiple times, including the Tiananmen Square self immolation incident in 2001 which was, according to video analysis and an outside investigation, completely staged. The short documentary “False Fire” presents an in depth analysis of this event and it can be seen online. Also, the four participants of the self immolation incident were never proved to be Falun Gong practitioners.

In May 2006 the Coalition to Investigate the Persecution of Falun Gong in China (CIPFG), an organization headquartered in Washington D.C., asked former Canadian Minister of State for Asia and the Pacific David Kilgour and David Matas, an international human rights lawyer, to investigate the claims of organ harvesting from living Falun Gong practitioners. They were able to pull together 18 pieces of evidence that point to systematic organ harvesting mainly from living Falun gong practitioners. The authors released their “Report into Allegations of Organ Harvesting of Falun Gong Practitioners in China” after two months of investigation on July 6, 2006. It is crucial to understand that the victims are not criminals and that their execution is not a legal execution of a sentence but an arbitrary act of murder after a successful tissue match. David Kilgour stated: “These (victims) are not executed criminals.”

After 1999, organ transplant quantity in China explosively increased from two main perspectives.

One was the total number of hospitals that could perform organ transplant surgeries. Before 1999 there were only 19 hospitals that could transplant organs. After 1999 the number grew up to over 500 in 2005.

Another one was the total number of liver transplants. Between the years of 1991 and 1998, the total number of liver transplants was 78. However, from 1999 to 2006, the number grew up to 14,085. That would be 1700 on average per year, which means the number multiplied more than 180 times.

So, where do these organs come from?

In November 2005, the World Health Organization held Western Pacific Region conference in the Philippines. Huang Jiefu, at the time the Deputy Minister of China’s Ministry of Health, for the first time said that the transplanted organs in China mostly come from death row inmates. Only a few month later China’s Ministry of Foreign Affairs overturned Huang Jiefu’s words. On March 28th 2006 the spokesman for China’s Ministry of Foreign Affairs, Qin Gang said during a routine press conference that the use of organs from death row inmates for transplants was very rare in China. Then on April 10th of 2006, the spokesman for the Ministry of Health, Mao Qunan,  said during a routine press conference that the major source of organs used for transplants comes from voluntary donations from citizens.

So, within two years, we have three conflicting claims from three different government officials.

Huang Jiefu once publicly admitted that there was roughly 10000 kidney and liver  transplants per year done in China. The first important fact to know is that the probability of matching a kidney or liver is only 6.5%. So if one wants to get a kidney or a liver transplant in China, they can only find a match from one in each 15 people. On top of that, this person has to agree to donate the organ. Then the person has to die before the transplant takes place. How long will that take?

If what Huang Jiefu said was true, that would mean that there would have to be more than 100000 people executed and used for transplants at any time within one year period.

According to the China Judgement website, between July 2013 and September 2014, the number of approved death row inmates executions was only 165. The numbers simply don’t match.

Here is the Amnesty International’s Records of the Number of People Sentenced to Death/  Executed in  China each Year from 1995 to 2005:

The average number of executed prisoners between 1995 and 1999 is 8401/5 = 1680.2 per year.

The average between 2000 and 2005 is 9698/6 = 1616.3 per year (4% fewer).

These figures mean that it could not be an increase in the number of executed prisoners that contributed to the large increase in the availability of organs.

Now, let us explore the second possibility.

According to the Chinese government’s own media reports, China has completely stopped using organs from executed prisoners for organ transplants by the end of 2015. All the organs come from voluntary donations.

China is a country which never had voluntary organ donation program before 2010. The main reason is that culturally, Chinese people believe that a human body should remain intact even after death.

In order to understand the organ donation program in China, The World Organization to Investigate Persecution of Falun Gong conducted a series of phone interviews with the Red Cross offices in China in December 2015. They covered Beijing, Shanghai, Tianjin and other major cities.

In the interview with the Beijing Red Cross, one of the employees stated that they are still in preparation for this work. In an interview, the Red Cross an employee from Tianjin city stated that there were about 170 organ transplants done since the year of 2003. She also stated that all of them came from living donors. An employee of Red Cross Organ Donation Office in Pudong district in Shanghai stated that there were only 5 cases of organ donation.

Obviously, the number of organ transplants done through this program is far less than the numbers stated earlier. So again we have to ask where do these organs come from?

United States has 120 million registered organ donors and a well developed internet based organ donation system. In 2007 the US Department of Health reported that the average waiting time for a liver and kidney transplant is 2 to 3 years.

The online application for a Kidney transplant at website of the transplantation department of Shanghai Changzheng Hospital states one week as an average waiting time. This is only possible if there is a bank of matching organ already available.

All of these facts lead to a conclusion that living prisoners of conscience such as Falun Gong practitioners, who make the largest group, as well as Tibetans, Christians and Uyghurs are killed for their organs in China. Many Falun Gong practitioners when interviewed by David Kilgour and David Mathas stated that they were subjected to blood tests when they were taken into labor camps. They also implied that the doctors  were conducting vision tests. Other prisoners confirmed that they were not blood tested, it was only Falun Gong practitioners that were subjected to blood tests.

What would be a purpose of a vision test in a brutal labor camp where prisoners are subjected to torture, rape, force feeding, brainwashing sessions and other most cruel methods? Are the Chinese authorities concerned about the health state of their prisoners while at the same time ex president of China Jiang Zemin gave a clear public order to destroy Falun gong practitioners physically, mentally and financially?

This is looks like a multi million dollar government run operation which involves high government officials, hospitals, secret police or the 610 office, police and military. The names and the data of the living prisoners who have healthy organs are kept in a computer system. As soon as a person with a matching organ is found, the prisoner is brought to hospital from a prison or a labor camp or an inside facility as in the case of Sujiatun Hospital where Annie worked and murdered alive for their organs. The bodies are burned in the hospital boiler room and the evidence is gone without trace.

It is obvious that collecting evidence from China about organ harvesting allegations is very challenging and almost impossible at this time due to severe censorship and restrictions enforced by the Chinese Communist Party. However, the David Kilgour and David Matas report provides logical arguments, testimonies and facts that these allegations are very likely to be true.
